現行香港餐館禁止狗隻進入的法律，是在1994年，由當時英屬香港市政局與區域市政局分別立法寫進各自轄區的《食物業附例》。2000年元旦，特區政府廢除市級議會——當時輿論通稱「殺局」——立法權收歸立法會，與飲食業相關的行政和執法權劃歸食物環境衛生署，區域市政局版本的附例過度成今天的《食物業規例》。
